      On the “download from web” function is it possible to add a skip if file already exists. This could save a lot of time when checking raw data feeds for updates that contain images

       I'm not sure whether this solution will suit your needs, but did you try using the "If File Exists" action? A schematic representation about how your job should look like is shown below:

      If File Does Not Exist
      Download from Web
      End If
